NFL-style salary cap?

Anyone know how to do this? A cap that's equal for all teams and progressively goes up each season by a few million while keeping it still equal for all the teams?

League setup, rules. Input the amount you want for a salary cap, it will apply to all teams.

If you want it to go up each year, just change it during the off-season.

will this also make it so that no matter how good or bad you did, your payroll would stay equal to every team in the league?

You can't control that unless you manage every team yourself.
