What kind of minor league setup do you have? I believe that plays a role in this issue as well.

Since it is the 1870's, I have just a single minor league level, that for many teams is empty.

I'm using 16 man rosters, so most teams may have a player or three in the minors in 1872.

Available players:
1871 - 14 players per organization
1872 - 19.5 players per organization
1873 - 24.5 players per organization

Financial off. So no bonus (or cost to teams).

With financial on, (in a couple of tests), the daily sign and release doesn't happen during 1871-74......

I would suggest creating a support ticket for this and including your league files. That will help Markus try to find out exactly what residual issue in the code may be causing this.

As was said earlier, Markus did make efforts during beta testing to cure as much of the sign-and-release issues as possible. But given the huge range of options that OOTP allows users to select, it's likely there are still certain combinations of enabled options that create scenarios where a player gets bounced around.

Created a ticket. (also re-tested, and had same results for a handful of players during the first years of baseball)

2. Minor League Roster Size (even if there are not enough players to fill them)
3. Player development setting (from Historical League Creation Wizard)

I replied to your ticket, but I'll repeat it here:

I just did a test with a default historical database, with financials off in 1875 and with roster size set to 18 for the majors plus 1 level of minors with the minors having no roster size limit and all is well. I went through the complete transactions log, so your problem is occurring because of the minor league roster size being set to low.

On the rules tab for the minor league, it says not to set the roster size below 35 for the lowest minor league. I just did another test with the minor league roster size set to 20 and sure enough, an unbelievable number of signing and releasing is going on. So as far as I know, you'll have to set no limit for the minors (or >= 35). You can always use ghost players if that's a problem.
