Problem with teams not having enough players

I have a league that has been running for about 5 years. It is the World of Baseball mod that I imported from OOTP9. It runs great except that it seems every April one or 2 of the teams in the one league dont have enough players when the season starts.

I think the problem is that those teams dont have a GM. Is there anyway to fix this, there seems to be GM's available, but for some reason they dont sign them. The teams have Cash too.

Is there anyway to fix this or do I just have to fill the rosters all the time.

I could always just delete the league, this is a pretty big universe. Thanks for the help.

now that i am looking it almost looks like lots of teams for some reason dont sign a GM. it is the middle of the season and like 20 MLB teams are without a GM. Does anyone know a reason why GMs are never signed? There is atleast 100 without a job in the staff page.

well i figured out the problems with teams not signing GMs. I was in commish mode. But for some reason, these couple independent leagues that i have set up still dont ever sign enough players.

Does anyone have any ideas? I can let you know anything you might need to know about the league.
