Is there anyw ay to bump up my Market Size (edit it) so that i have a higher budget once the game has already played a season?

Yes, in Commish mode, select the desired team, go to the "Options & Ballpark" page. On the lefthand side you'll see options to edit things like fan interest, loyalty, market size, etc.
