Help with a weak draft

In the promotion relegation league I created I am having a problem with a very low quality draft pool. Due to the massive amount of teams and minor league teams, I don't have feeders, just the computer generated draft.

In the current draft there are no 5* prospects and less than 20 prospects with a potential rating of over 1.5*. Is there anything I can do to fix this? My minor leagues aren't rife with talent either, so I wonder if this has been a problem since inception (I just jumped in after a 15 year sim).

EDIT: I am wondering if the computer is splitting the players it generates into four different pools (one for each major league). Would that explain the dilution of talent? Is there a workaround for that?
