Long time 6.5 player, new to OOTP 10

First, I was very satisfied with 6.5 for years. I was curious and purchased OOTP 10 recently and have set up a custom fictional league. I got past the second inaugural draft issue and created some free agents. In 6.5, the ratings for the free agents were always visible. For this version, I can get the scouting association ratings to appear, but can't get my scout's ratings to appear. This is true on the free agent screen and my team screens (lineup, transactions etc). I can see my scout's ratings for all of my other players (the non free agent signings I already had on my roster) Is there some setting oraction that I need to adjust in the game so the free agents are rated by my scout? I checked the manual and searched the boards for this issue and can't seem to find anything. Any help would be appreciated. Thanks.

I think I just figured this out ... the free agents have to be manually scouted by the team scout. True? Makes signing free agents pretty cumbersome if true. I don't see any option for the scout to report on a whole class of free agents at once. Thanks.

Isn't there a rescout button in the game setting section?
