Online league file

I have to start with my hatred for this part of the game.

DATABASE::load_database - could not load world file

9.2.13 on Vista

Anybody?
File is brand new just downloaded for the 5th time today.
Opened the game as Administrator and regular both same problem.
I am not proficient with computers.

Which "file is brand new?" The league file?
