Scouting question re star ratings

I started my first league (fictional) with an inaugural draft. Because I have all ratngs turned off except for the overall star ratings, they are important to me.

On the player profile page, it says "ratings scouted by [my scout's name]." If I change it to OSA scouting, there aren't any star ratings. So I assume those stars come from my scout and OSA doesn't give star ratings for whatever reason.

When I look at the scouting report page (text description of player), however, sometimes it shows my scout giving a different number of stars and still no star ratings from OSA (for example, a player just drafted by another team shows 4.5/4.5 stars on the player profile, but on the scouting page it shows 4.0/4.0 stars next to my scout's name). Both pages show that the scouting was done on the same day.

So my question is, who is providing me with the star ratings on the player profile and who is providing them on the scouting report? If they're both from my scout from the same day, how can they be different?

I have two answers, one firm and one a bit more speculative:
  1. Firm: OSA does not use the star system.
  2. Speculative: The star ratings on the Player Profile are dynamic (even though they are dated the same as the Scouting Report's last posted ratings) while those on the Scouting Report are snapshots. I read someplace recently where the developer said the star ratings take into account recent sucesses or failures in performance.

thanks for the reply, but this league is still in its inaugural draft, so performance can't have had any impact on the ratings.

I have one scout. The profile page shows one rating and the scouting reports show another. Surely somebody out there can explain why there are different ratings.
