Hidden Players?
Can someone tell me where in the menus do you turn on hidden players so that scouts will find talent from other countries?

same place that you turn scouts off I think.
But I am pretty sure you will not "find" these players with scouting turned off. |

I believe this can only be tweaked prior to league creation. If its off before the league is created, it can not be turned on (and I believe it works the same way in reverse).

You may want to verify that this is still the case. IIRC, there was a version - due to widespread request for it - that made it possible to change this setting at a later date after creation.

If you are patched up to the latest version, you most definitely can turn the option on and off now. The clue is that it is not grayed out like it used to be. Also, I remember the notice that the feature had been changed in this manner.
