A couple of questions about historical play

I've read a lot about the appeal of historical leagues, but it seems that most people like to start at a certain point in time and as time goes along, the players of new eras enter the league. They may start in 1961, for example and Doc Gooden will appear in 1984. But I'm curious as to whether it can be fictionalized. That is, maybe I start in 1961, but all the new players that come in are fictional and I can thus, create an entirely new universe.

A second question would be in the same vein. I have seen people talk about expansion team coming in at the appropriate time, but would it be possible to change where and who those teams where and when they came in? Using the same example as before, maybe I start in 1961 with 18 teams, but as time goes along I expand the league with fictional teams at different points in time than when it actually occurred.
