Basic question about ratings at each league level

I can't recall how this is in OOTP9.

If a AAA player is rated as 80, is that in comparison to other AAA players, or overall? In other words, are ratings universal to the entire league, or specific to each level?

Potential or real? I always thought that player overall ratings were in MLB terms.

An 80 rated AAA player should not be in AAA IMO.

I think ratings are overall. My understanding is that ratings are based on actual internal ratings the game uses. However stars may be different, since they're computed based on skill relative to players at the same position

It makes sense that the ratings are overall, since you can see them improve as players are moved up the ladder until they are ready for major league play.
