Free Agency

I am relatively new at this game. I have just completed a season and am about to start a new one. However, none of the free agents have been signed by any of the computer-controlled teams. Is there any way to get the computer-controlled teams to sign free agents or do I have to take control of each team and sign them myself?

Check two things:

The League Finance report to see if teams have available money for signing free agents. If not, take steps to get more money into the system.
The League Setup to make sure the AI, not you, are in charge of those teams.

Um, you do have finances turned on and free agency enabled, correct?
