Minor League Report and Suggestions

Who is this coming from?

Who is making the suggestion that someone is not ready for a certain level or is ready for the next level?

What does this decision maker look at? I have seen guys with better ratings than others have no suggestion on being promoted, while the guy with lower ratings is being told that he's ready to get a bump in talent level.

Is there a point where players no longer get a suggestion even if they deserve to be promoted?

And in that case, why are guys that are killing their level, and have great potentials, not ever suggested to be promoted? Is my scout just dumb?

Anyone know how this all works?

I don't know but I have noticed the same thing. I'm gonna guess your scout provides the comments, so his talent at evaluating the minors would be the important factor.
