Batters don't develop

I'm playing with Player Development On and set to the default 1.000 and my batters are not developing their hitting. Pitchers develop and even the batters pitching numbers develop (despite pitching 0 innings).

I've done 3 years. It's a fictional league with 2 teams and a min. number of players in the 19-22 year range.

Any ideas on what could cause this?

After doing a lot more testing, it turns out that when a created player has a Holds Runners rating of more 0, he is developed as a pitcher, no matter what his ratings anywhere else. I guess that's a bold claim, but I am certain it was giving hitters Holds Runners ratings that was making them develop their pitching and kept their hitting ratings locked.
