Changing autoexpand league structure

This may be more of a mod question but I thought someone here might be able to help.

I'm creating a custom historical database and I was curious if there's a way to modify the expected league structure for autoexpansion.

What I want is to get to 32 teams in 1998 and split into four divisions instead of three. I've gone into the teams.csv file and changed the division markers, but any team without a W, E or C goes into the East automatically.

Basically what I want to know is where is the game reading the East, West, Central division structure from and is it something I can edit?
