Can't sign minor league scouts

After I finished a season one of my minor league scouts retired. When I went into the available personnel I tried to sign a new scout. I could not offer any of them a job because the only options to sign personnel to a minor league team was for Manager, Pitching coach, and Hitting Coach positions.

I'm confused. Minor league teams don't employ scouts in version 9. Scouts are only hired at the parent league level. They can be assigned a budget for scouting minor leagues if that helps you.

As this is not a bug but the way the game is intended to work with v9, I'll close this one now.
