Scouting in OOTP9
I was wondering how it would work with the draft if it would be like in real life were players are only drafted from Canada,USA,and Puerto Rico. So in order to get players out of the Dominican and Venezuela you'd have to sign them vie international scouting and also if there will be any way to have a league that resembles that of the Latin American Summer leagues. If you wanted to sign players from Japan,Korea,Australia you'd have to invest more into international scouting like some teams in real life spend more then others inorder to find the best talant.

since no word has come out about how anything will work, besides the screenshots, but in 2007 doesn't the draft only come from the contry that the league comes from, an US league only drafts from amarica pool, the others from thier own countries and then you can scout these other contries and or raid thier free agent markets.
Can you explain how the laten American summer leagues work, and why you couldn't set them up now?

In ootp8 a draft included the percentage of foreign players for any given league as long as there is no foreign limit like MLB has its about 35% that are players born outside of the USA. Unless you had a feeder league then you could make it possible. But there wouldn't be enough foreign players as the majority of players would be drafted. As for how the Latin America Summer leagues work such as the Dominican and Venezuela. Major League teams have academy's in which they sign players at the age of 16 to 20. But there are no players allowed from outside of latin America. So in order to work in ootp you'd have to have an independent feeder league which doesn't reflex real life or have a foreign limit on minor league teams so that players from the USA don't play in the Latin Leagues but it would be a lower level below Rookie ball in the United States. In ootp 8 its possible to have age limits in the minor leagues but not foreign percentage which can only be switched in the Parent League.
