9 Pitcher Problem?

Hey there, i have just started playing OOTP 8 (and love it) but in the 2nd year of my franchise, I am having a problem. Every team in the Majors and Minors (expect the Mets team I am controlling) has just 8 or 9 pitchers on the roster and a ton of hitters. It's not like there are no pitchers on these teams...a lot of good pitchers who should be at AA and AAA are sitting in the GCL and ARZ league not pitching. Is there any setting to fix this and has anybody else come across this?

Are you playing a historical league or using league settings with smaller rotations or increased pitcher endurance?

it's just a regular season, 2008 and i don't believe i am using any different settings.

Could you double-check for me, please? Go into Game -> Game Setup -> League Setup. Click on the applicable league, then click on the Strategy Tab in the upper right. List the setting values under the Import Settings and General Strategic Tendencies for me, please.
