Hiring coaches and scouts

Im trying to hire coaches and scouts and Iam unable to cuz at the end of the season none are avaliable in the free agent perssonell section but in the search coaches scout section there are many that are not working for other teams. I have added the new patch I have clear all my filters and still no result am I missing something or is there just a flaw in the game

I'm guessing that you are using the MLB "Majors" Quickstart that comes with the game (accessed by choosing New Major League Game on the Main Menu). If so, there was an issue with personnel in that when OOTP 8 was first released. The patch does not address this, AFAIK. You get the fixed quickstart game only by downloading the complete game, uninstalling, and reinstalling.
