3271 - Rule 5 draft not running in historical sim

When starting a historical sim with the Rule 5 draft option selected, the date listed for the draft says 1901, but in 12-01-1901, it skips it and then it shows 12-01-2007 for the next draft and increments by one year every year.

Bug confirmed. Reported as high rated issue.
