Historical Sim / No Minor League Callups

I simmed the 1957 MLB season after a Lahman import. I enabled one level of minors and used ghost players to fill out the minor league rosters. Injuries OFF, Trades OFF, Player Development OFF, Scouts OFF, Coaches OFF. I set my role as Commissioner, but that's it. I never assigned myself as GM/Manager to any team. During the sim, it appears that nobody was ever called up from the minor leagues all season. Isn't the AI automatically assigned that responsibility for every team? Did I do something wrong, or is this a bug?
