When starting a new league are we still able to sign all the good free agents before we play our first game again?

In the past AI teams won't sign free agent until after game 1 was played when starting a new league. This gave human teams a big advantage.

I had a similar problem, though not as bad. In my leagues the AI teams don't start signing free agents until the middle of January, by which time I've already scarfed up the good ones, often on minor league contracts.

This happens when you do not start a league with an inaugural draft. It will be fixed in OOTP 2007.
