Scouting Inaugural Draft question.

I can not get some of my Scouts to scout the inaugural draft.

I changed my head scout after I had seen that there was a better scout to use. When I select the new head scout I don't receive any ratings. Any reason?

None of my scout are currently on any assigments.

This is not possible during your inaugural draft as the players are scouted by your head scout as the game begins. There is no option to rescout, like SISA has, after that point. A new scout can scout your league after the draft, but it is very time-prohibitive.
