Overall Rating Relativity

From what I have read, a player's overall and potential ratings are relative to all other players in the "universe". Rolen's roster set only rates two players in the game, Arod and Pujols, as an '80'. This is intuitive to me since they are clearly the top two players in MLB. However, my other universes such as that generated by the downloadable MLB quick start have 20+ players rated as '80'. Moreover, a quick look at a newly created universe using the Fictional League quick start shows the same thing. How does the Rolen roster set manage to do this? Will such a universe maintain this relativity as it progresses?

I guess it is just the way he did his ratings. He must have made Pujols and ARod much more talented than anyone else and thus they are the only 80s. It will certainly change over time as once you start simming the OOTP engine takes over and it doesn't care what the player names are.

Was the game designed to have a small number of players rated at '80' like that? Because any fictional league I generate seems to have about 25 players with that rating.

I'd guess it was designed to work like you see in your fictional leagues since that is the default game option. The Rolen rosters are one person's interpretation of MLB rosters.
