Export Error 202 - any ideas?

I am having a problem exporting to my online league from my PC. It must be a modem issue as I disconnected my router and tried to export with a direct connection thru the modem. I was able to export on a neighbors wireless signal via my laptop so I know the game is working fine.

Is this an issue with my ISP?

weirdest thing - of all the things I tried (disabling firewalls, anti-virus, messing around with settings) it ended up just being a new modem that solved the problem. I have no idea why but it works now.
