Hiring scouts?

I am currently the manager of a Rookie league team (not commisioner) in my first OOTPBB 2006 league.

In OOTP 6, there was a set time to hire coaches, scouts. Since there is no set time in OOTPBB 2006 for hiring scouts, etc, here is my question: When is the best time (when the most scouts are available) to hire? Is it sometime during the offseason? Preseason, etc?

The best time to hire anyone (or be hired yourself) is the day after playoffs end. There's a window of opportunity that extends from the last day of regular season to just after the playoffs, with the peak being the day the winners are getting over their champagne hangovers.
