Is this editable after a universe has been started to say improve the baseball quality of a nation?

I have tried but the changes don't get made. Is this world dynamic at all will nations move from quality non-existant to say poor ?

And do players ever get created from non-existants?

No. The only time the game looks at this file is when you create a new universe. Start a new universe, and you will see your changes in effect. I don't like it that way, but that's how it works.
