can everyone make reports like the ones from TRTR?

You know those report pages which was kinda like the MLB.com of each OOTP league from the TRTR, well I was wondering..

1. Can they be made with everyones game?
2. If so can you enter your webspace login info and it auto uploads your information?
3. If you can make your own can some of you guys with the game post your reports, especially people using the MLB and minors set up

Check out Chapter 12 of the Game Manual for the basics, or for more detail get into the Game Guide.
