Both. Especially for leagues that have trade waivers.

in the cut-throat world of the CLB, we do it in-game but also have a place to do it on the forums. that way if you have some dude you want claimed you can post him, if you want to try and sneak him through you don't have to.

There are pros and cons to both. I find it's harder to pull players back in-game since some players are considered irrevocable in the game while they wouldn't be according to some league's rules. However, in-game is MUCH easier for the commish.
