Signing Players to MLC

Anyone know why when you have no money available you can't sign a player to an MLC?

MLC's don't cost anything, and therefore having 0$ available shouldn't prevent you from signing a player to an MLC, but foe some reason when I try I'm told that I do not have sufficient funds available.

Figured one thing out. It only does this during the off season FA period. Once that is over it will allow you to sign MLC's with no money available.

Still, even during FA you should be allowed to offer an MLC. Or at least one would think it would be possible.
