Question about player movement & League quality in 7.

First off, I want thank Dan for answering my other questions.

Now, I was just wondering how player movement will be handled on an international level in OOTP7. Will players have the option to restrict the number of foreign-born players allowed to enter their league? In the Japanese league major leagues, for example, each team is restricted to a certain number of foreign-born players allowed on their roster. Will this feature be available & customizable in all leagues, user-created and otherwise, in OOTP7?

League quality - Looking around the world today, as good as the Japanese & South Korean Majors are, they’re not on par with MLB in terms of quality and prestige. So if a player creates a fictional league in, I dunno, Ireland</ST1

, will that league be instantly on par with MLB in terms of quality and talent, or will players have the option to make that league, like Japan & South Korea, a second-tier professional league?
