Still Too Many Contracts

I am using version 11.3.39 and noticing (this time in a historic game) that many teams still have over 50 contracts. It's March in my game (prior to the deadline) and you'll see each of these teams have too many contracts.

I guess there are still bugs to squash. In case you want to take a look, I have uploaded the save as StillTooManyContracts.zip.
