Foreign player limits

I have a fictional European league with teams from several countries within the continent and even with severely limited financial settings the teams will end up fully as American, Dominican and Korean imports without strict limits on foreign players.

Since the two visible options for what to base that limit on are league nationality and team nationality, is there some way I can configure it so that the limit is based on the region of the league rather than nationality (of which the league has none, since it's regional)? That way a team from Germany could have Spanish players not count towards their foreign player limit but Americans would.

I don't think so unless you manually edit people's secondary nationality. I did a thing a long time ago where I edited them to assume the nationality of their home franchise after 3 or 4 years but couldn't keep up. A Bosman Option would be good, definitely, and customizable on top of that.

Now I have a Famous Big European League that I played for 35 years where things went established major league style (roughly NBA style dynamics, a good amount of pacific rim baseball players, but a clear majority of quality Europeans). How are your Options/Players settings? I have the general player and draft eligible players to match the league, no international free agents, and other international players set to 100% random.

You can replicate this most closely by using the regions in-game and creating custom ones that would let you essentially pick the countries you want to be counted as domestic, then you can set intl player limits that restrict outside of a certain number, and set it to league nationality versus team.
