Development Complex with Outstanding Result

Can someone help me understand this, I read the little tips and tricks guide on the forums here about the Development Complex and it's players. It says if your get an "outstanding" even though the current/potential ratings are maxed, you should see an increase in the rating you were focusing on, but also pay attention to what the email says too:

So...

In a historical save , 1945 coming up, and I have Bob Feller, working on his Control for that off-season.. He got an outstanding result and the e-mails said this:

"I am incredibly happy with what I saw from Bob Feller! Staff at the facility helped him strengthen his front side, and this really unlocked something in his mechanics. With this new found stability, the rest of his pitching motion also seemed to be benefit. Not only did I see an immediate improvement in his control, but now I also project his potential control to be higher."

When I look at him after , his control is still 50/50 as it was before I sent him into the complex, so am I missing something with these "outstanding" results, not sure if anyone else experiences the same thing when getting an outstanding result and the e-mail txt says there was a definite improvement, but you don't see an improvement in the ratings at all.

I also have complete scouting off, so all scouting is 100% accurate too.

Less about the scout's fog, but more to the point that if on the 20-80 scale there's rounding that can still result in you seeing the same number even if the under the hood number moved to the better.

Outstanding could mean only +10 points on a 1-550 scale.

But I'm primarily kinda laughing at the idea of you getting an email in 1945.

I didn't even catch that. But now I'm chuckling too. There were so few laptops for sending email back in 1945 afterall...

haha yea didn't think about that ... ohh well.. Well that's true didn't think about the rounding up it could do I guess..
