Final update to corrected 22 pbp file

This will be my final update to the fixes in OOTP22's pbp text. Pretty sure I found and cleaned up at least 95% of the typos. Developers, feel free to use this for 23.

INSTRUCTIONS

1. Remove the date from the filename then, in the folder called Text, replace the existing english.xml file.

2. Whenever a patch drops, you MUST reinstall the file - what you had in there has been wiped. But! you can't do it until you've started (then closed) the new version at least once. Otherwise, it'll go download patch -> install typo-free text file -> start app -> fixed file is overwritten -> gotta do it all over again.
