Licensing issue

We bought a new laptop, mostly for my wife to use. However, when we travel, it will be used by both of us. In Windows 10 I set her up as the main account with administrator privileges. I then set me up as a second 'family' account (which I later gave administrator privileges to). My intention was to install OOTP in my account, however I did not have ADMIN privileges, so I did it under her account and it works fine. However when I went to access it through my account, OOTP wants another license saying I'd used the second one. Which I did, however it is on this machine. Now I can easily play OOTP on her account, so there is no hardship here. However, why did this happen? Why does OOTP not know this is the same computer? Also, if I put OOTP on Steam, would I be able to use the multi-machine aspect to play on my account? Steam says 'yes' however I have not tried that yet.

OOTP asks at the installation screen in admin accounts if you want all user access. Suggest you unlicense, delete the original install and re-install with the make available to all users box checked.
