Help with player creation, aging, development modifiers

I've stepped away from OOTP for about 8 months (my longest departure after three years of constant OOTPing), and only now am getting back into the swing with 6.12. I've never messed with these variables, but would like to engineer better results. After reading through several threads on these topics, including SkyDog's league setup suggestion, I'm still a little lost and would appreciate some help.

Player Creation

Does entering a value into a category increase all created platers talent by that %, or does it increase the range of talent by that %?

IOW, if no modifier was input, the AI would generate a player with talent x on a range of 1 to 100. With a modifier of 5%, would the AI now generating that same player with talent 1.05x, or is it only that the range of talent is now 1 to 105?

Aging and Development

Development now has default values of 100. If I want players to develop 5% faster than they do currently, do I input 105 or 5? From what I've read up through the release of 6.12 (mainly posts in Aug-Oct 2004), the answer is 5. However, that doesn't seem to make sense if the default is 100.

For aging, the default value is 0. Everything I've read says that entering in a value of 5 would increase aging by 5%. I haven't read anything to the contrary--please confirm.

Use a "plus" number if you want it to speed up the aging.

Use a "minus" number if you want to slow it down.

Same thing for development..."plus' = speeds it up..."minus' slow it down.

The default development/aging is 0. If you want longer careers, put in a negative number. Shorter careers, positive. If you want to up the development by 5%, put in 5%.

As for the creation, I'm not exactly sure what it does. I think the players get that 5% boost in wherever you put it.

I just made a couple of other leagues, and sure enough the default development is 0. I didn't think I'd ever touched it in my usual league, at least that I recall, so I'm not sure how I got +100% development. In any event the question about aging/deveopment is answered.

However, my creation question still stands. Does increasing the creation modifier increase the range of values by a %, or does it increase the relevant player talent for all created players by that % over what it would have been if left at 0?

I would imagine if it is either of these, it's much more likely the former than the latter. However, this is something rather difficult to test - let's say you reate Joe Schmoe in league A with certain ratings. You can't suddenly re-create Joe Schmoe in league B with different creation modifiers.
