Issues getting the program to run

I just downloaded 6.10 of out of the park baseball. I am running xp service pack 2. 700+ ram. pentium 4 2.0 gig I think. Direct x 9.0c. I run lots of heavy graphics games on this machine and have no issues with it. It is a laptop Ibm T40.

When I try to start up the game it just gives me an hour glass and then nothing. I went into task manager but nothing was there that I could identify as the program.

I went into control panels and saw that there is elicense thing. When I open it up though I see no license. Could this be the issue?

did you delete the create league folder in ootp folder?

Go to Control Panel --> Administrative Tools --> Services and make sure the LicCtrl Service successfully started.

I went into ootp folder and did not see create league folder. I saw a create folder. Is this one I should delete?

Just a word of caution, don't delete the Create folder.
