Custom League with Correct Ballparks

Is it possible to create a Custom League with the ballparks set for the right cities

OR

To set up a standard league with randomly generated players?

yes and yes....

The Standard league with fictional players can be done just by creating custom league and choosing fictional players instead of default.

For the stadiums the default stadiums are technically the real stadiums with generic names. You have a couple of options here. Rename them or just copy the park.dat and parkconfig.dat files from one of the MLB roster sets out there.

If memory serves me right you will have to go to each team setup and select the correct stadium from the list.
