Speeding up development

How do you speed up the development of players? I know you can adjust the values, but do you increase the figure, say +50, or do you decrease the number (-50)?

Plus(+) on development accelerates their development (full potential earlier).

Plus(+) on aging accelerates their career (shortens career length).
