Starting Pitchers Not Developing

I realize that Markus has tried to make it where players don't develop in the nearly fool-proof way they did in previous version, but this needs to be tuned a bit.

I'm in the 12 year of my single player league. What I have found is that amateur drafted starting pitchers rarely fill their ratings. About 60-70% of starting pitchers basically stall at about 33% to 50% of their talent cap. As a result, in my single player league, nearly every team's rotation consists almost exclusively of decrept initial draft guys.

Please understand that I am not saying that SP's never fill out. I have had a few guys develop. However, currently it happens so rarely that there is a complete dearth of pitching in my league.

Also please understand that I am not talking about players losing talent. I'm talking about players simply not having their ratings fill into their talent caps.

The 60-70% failure rate is too high and results in a number of new pitchers coming up far less than the necessary replacement rate. The fact that no AI team in my league has a pitcher in its rotation under age 35 seems like this isn't working quite right and needs to be tuned.

I haven't had any problems with hitters. They seem to fill in just fine.

wouldn't tweaking the rating modifiers or league totals fix this "problem"?

Yeah, if you go into League Setup -> Engine Setup, you can modify the player development speed so that players will develop faster/slower.
