this a bug or not

I place a guy on waivers, I get a e-mail saying Astor is claming him in the e-mail it has a open trade window, I open it the trade is for the same player but the offer is from the rockies, then i get a new e-mail saying the reds clam the player and theres a open trade window i open it, its from the rockies offering the same guy. is this a bug or not.

this is for OOTP6

that didn't make sense. clarify, use capitalization and more than one sentence, and you may get an answer.
