Custom League creation - scout hire period disappeared

1.Purchased game yesterday
2.Created a custome league to play around with new interface.
3.Noticed that first step in a new league is still scout and coach hiring period.
4.Did some league setup things such as renaming leagues and divisions.
5. saved that league.
6. created a new custom league.(2 leagues with 2 divisions of six teams; 24 in total, same as first league)
7. went ahead with similar league setup screen options.
8. Noticed that scout hiring priod button was available.
9. next went into each team's setup menu to change team names and add minor league teams.
10. completed 12 teams, saved and exite to do other things. didn't check which option was on the schedule screen.
11. this morning, i fired up again and noticed thaton the schedule screen it was prompting me to go to player draft rather than scout hiring. can't get back to there.

Questions:
A. Must I hire scouts and coaches before I can change team setups?
B. Or was the problem caused by exiting in mid-process?

I can set up again more carefully, but i thought markus should be made aware of this.
