Im intrested in finding out if there is a third party program that would help me do an expantion draft. Something that would let me take a player and take him from his team and place him on a diffrent team?

To switch a player from one team to another...go to "Transactions" listed under each team.

You can release a player there.

The player will be shipped to the "Free Agent" page.

You can then resign him to another team.

As far as an expansion draft is concerned, the only existing utility out there that does anything is BOSI, but I've never messed with it.

BOSI supports expansion drafts as seriqjaffe points out, but I am also not positive how it is done with BOSI. Churchs suggestion above is another option for an expansion draft, and it's a neat idea for including in a future version of OOTP. I love that feature of FOF when expansion years come, FOF did that very well.

Do do it manually outside of BOSI you would set up house rules for protection list size and make a text file list of the unprotected players along with their teams (note - it might be easier to just create a protected list text file, and just assume everyone not on the list was unprotected). Then do the expansion draft based on this unprotected list you created, and if a player is selected, just manually release the player and have the expansion team sign them (as Church suggests above). It would be a bit of work but still fun, especially for an online league (drool). I suspect many leagues have already done this sort of thing.
