Why is the Salary Cap not Always Enforced?

I am the Commish of the S3BL. I have some issues with the salary cap within the game. Our league currently has an $85M cap, but the game seesm to not enforce it all the time. Examples:

1) Yankees started the game well over the $85M cap, yet the game still allowed them to sign free agents.

2) The Braves, at the time under the cap, made a multi player trade that put them over the cap. Why did the game allow a trade to go through that put one team over the salary cap?

3) Boston, currently at $83M, made a new contract extension offer to Nomar, a $7M deal. Nomar accepted the offer, but the game would not allow it, saying it would put them over the cap. Why was this enforced? The new contract would not have gone into effect until the offseason allowing Boston plenty of time to get back under the cap.

I don't understand how a team over the cap can sign free agents, a team under the cap can make a trade that puts them over, yet a team under the cap cannot resign one of it's own players because it would put them over the cap next season.

Can someone please explain this or tell me what I am doing wrong. The league takes up alot of time as it is and I really can't sit there and precalculate every trade that is agreed to to see how the salaries will be affected before I process them in game... That is something the game can and should handle very easily.

bump... am I the only one who has experienced this? We have a mini controversy now. the Boston GM is upset he can't sign Nomar to an extension because it would affect NEXT YEARS CAP while three teams in the league recently made trades that put them above the cap for a SIM. They reduced salary the next SIM by dropping or trading players right away.

I am trying to deal with it as fairly as possible, but I really have to place blame on the game. Why is the salary cap not enforced during trades?????

I had the same problem regarding the cap in AOBL.... There was a multi player deal that allowed the Texas Rangers to go over the cap... It was processed with out my knowledge of the team being over the cap, and since the AOBL has a waivers rule, Texas was allowed to waive players to get under the cap... The best thing to do about the Nomar issue is to let him sign the extension, but mandate that the team be below the cap prior to the start of the next season.... Extensions dont take effect until you proceed to the offseason anyways. Hopefully future versions will be more cap specific with issues such as these

Take off the salary cap, proccess the extention, then put the salary cap back in effect...

Yeah I guess I could do that, but as commish, I like letting the game dictate my actions... less problems to deal with. I can't stand "Why did you do that?" "My guy didn't get this.."

I guess my main point is why does the game say it has a salary cap feature and it doesnt work? There have been how many patches by now and not one deals with this aspect.
