Why Subs When Fatigue is Off?
Why does the program continue to sub players (cpu teams) when fatigue is set to off? Is it because of the % feature?

The CPU automatically fills out it's depth charts to play bench players a certain amount of the time whether fatigue is on or not. The substitiution rate is above the minmum required to keep the starter from getting tired. There is no way to stop this except to set the team to human control and edit the depth charts

But this does "typically" make for more realistic playing time for most players.
