Arbitration question

I am running a solo league in manager mode. I notice when I look at my team payroll report that all my players in their 2nd season are listed as arbitration eligible. This includes any partial seasons. I thought arbitration was after the 3rd season. Is the report just mistaken? Should I ignore it and assume that these players will be automatic re-signs? Or are they actually going to come up for arbitration? And if so, isn't that a mistake, and what can I do about it?

I am just using the rosters that come with the game, i.e., a career league starting in 2003, where all the real major leaguers have aliases. I didn't import any roster sets or anything.

so nobody knows anything about this? this is not a common problem?

The default set is based on this same set hence the same problem. Somewhere there is a utility to fix this but I think that it must be run before any games are played.
