Hit and Run logic?

Why can I only hit and Run on an 0-0 count? doesn't make much sense.

Because the game is not a "pitch by pitch" simulation, it works off of the "event" pitch whatever the count may be.

OK... why do they always attempt the Hit and Run on an 0-0 count then? I know its not pitch by pitch... but what if its a 2-0 count and I want to hit and run?
