I'm playing OOTP5 (NOT in managerial
mode), just as the G.M.

Can a G.M. be fired or just the manager?

If I can, are all teams available to take over if I want, or just a select few?

As long as you are not in manager mode, you can take over 1 team or all teams or anything in between. You'll never be fired. Just go into the team setup menu and set the team/teams you wish to control to human and have fun.
