is it safe to turn off MM and then play the allstar game and then turn it back on?

The instructions for the Manager Mode Toggle specifically says to make sure that no games are simmed while Manager Mode has been turned off. I wouldn't think that it would work the way that you are hoping and will probably cause problems.

damn...i want to put the right lineup out there, not Pedro starting, Brad Radke should be the rightful starter for the AL (plus he's on my team)
is there a reason i shouldn't be able to control the AS team? |

I've mistakenly left MM off and simmed a few weeks and had no trouble when I turned it back on, so I would think playing the all-star game with it off wont cause trouble..
But make a backup first

You can always try it to see how it goes.
The reason that you can't play out the All-Star game is because you are in manager mode and you most likely are not the controlling manager of your leagues All-Star team. |
